Grand Forks, ND Soliciting & Door-to-Door: No-Knock Registry (2026)

City Code § 21-1210(2) lists prohibited practices for licensed door-to-door vendors. Subsection (D) bars a licensee or agent from entering or attempting to gain entrance to any residence or business displaying a sign prohibiting solicitation, and subsection (K) separately bars soliciting or selling at any private residence, building, or establishment that has, in an observable location, a sign or notice bearing the words "no trespassing," "no soliciting," or similar wording. Subsection (H) sets citywide solicitation hours, barring solicitation on any premises before 9:00 a.m. or after 8:00 p.m. local time on any day unless the occupant has given a prior invitation.

The same subsection (2) also caps solicitation at two individuals on a premises at once, bars more than one uninvited call at the same address for the same goods or services within any six-month period, and prohibits harassment, trespass, nuisance, deceit, or other unlawful conduct during a sales visit, as well as loud noise or amplified sound audible beyond a 100-foot radius. Section 21-1210(1) requires the licensee to display the license on request of a property owner, tenant, customer, city official, or officer. These conduct rules apply on top of the licensing requirements in §§ 21-1203-21-1209, so a solicitor who is properly licensed can still be cited for violating the no-knock, hours, or harassment rules in § 21-1210 even while holding a valid license.
