City Code section 18-0302(5)(A) states plainly that, except as otherwise provided, no off-street parking is allowed in the front yard of an R-1, R-2, R-3, R-4, or UD zone. Subsection (5)(B) carves out the one exception: an R-1 or R-2 lot, or a UD-zoned lot used for one- or two-family residences, may park in the front yard if no more than forty percent of the front yard area is used for parking or loading, the parking surface is hard-surfaced with asphalt or concrete rather than gravel or bare ground, and the parking area sits no closer than three feet from a property line unless abutting owners file a written agreement with the city allowing less.

Subsection (5)(C) adds a citywide floor: no off-street parking or loading area may sit within ten feet of any property line abutting a street right-of-way, and subsection (5)(D) pushes that buffer to ten feet from a residential property line for parking in a business or industrial district. The same subsection separately caps rear yard vehicle storage on one- and two-family lots at forty percent of the rear yard, and limits stored vehicles, RVs, boats, trailers, personal watercraft, and campers kept outside an enclosed building to no more than three items for longer than one week, with exceptions for temporary service and authorized construction vehicles.
