Section 13-0701 defines an abandoned vehicle as one that has remained on private property for 48 continuous hours or more without the consent of the property's owner or occupant, or for 48 continuous hours after that consent has been revoked. A junk automobile is any vehicle unlicensed for driving in North Dakota for more than 60 days, or inoperative for any reason for more than 60 days, excluding stock in trade at a licensed dealer. Section 13-0703 makes it unlawful to store or accumulate trash, rubbish, junk, junk automobiles or abandoned vehicles on private property in the city, whether in or on a vehicle or trailer, unless kept inside a completely enclosed building or on the business premises of a duly licensed junk dealer, junk buyer, used auto parts dealer, secondhand goods dealer or junk gatherer.

Section 13-0704 separately bars dismantling or disassembling any automobile outside such an enclosed building or licensed premises. Under section 13-0707, the Grand Forks Police Department may remove a junk automobile or abandoned vehicle from unenclosed private property after giving the owner or occupant 48 hours' written notice, served personally or posted conspicuously on vacant property; removed vehicles go to the automobile pound. Section 13-0708 lets the chief of police dispose of a removed vehicle determined to have no value beyond scrap.
