§ 8-0804(1) makes it unlawful to park a bus, truck, trailer or truck tractor, or any part of one, on any street in the City of Grand Forks, defining "street" broadly to include the roadway, the parkway and the sidewalk. The only vehicles exempted outright are panel trucks and pickup trucks classified as three-quarter ton or less; anything larger may stop only while actually loading or unloading. § 8-0804(2) lets the city council designate specific on-street truck parking areas after weighing the need for truck parking, the availability of alternatives, area demand, and the traffic and sight-line impact, so a hauler cannot assume a loading zone exists without council action. § 8-0804(3) targets recreational-class vehicles separately: a motor home, travel trailer, camping trailer or fifth-wheel trailer may not sit on a street zoned residential, or on a street adjacent to or abutting a residential zone, between one hour after sunset and one hour before sunrise, regardless of size. § 8-0805 reinforces the commercial-vehicle limits in alleys, letting a commercial vehicle park there only while loading or unloading and only tight against one side, leaving a passage for other traffic.
