Hamden, CT Soliciting & Door-to-Door: No-Knock Registry (2026)

Section 94.16 of the Hamden Code of Ordinances, adopted by Ordinance 429 in 2000, protects residents who do not want handbills, flyers, or advertising left at their door. The section bars throwing, depositing, or distributing any commercial or noncommercial handbill on private premises once a sign reading 'NO TRESPASSING,' 'NO PEDDLERS OR AGENTS,' 'NO ADVERTISEMENTS,' or a similar notice is posted conspicuously near or at the entrance. The ordinance frames the posted sign as an expression that the occupants do not want their right to privacy disturbed or handbills left on the premises, and it exempts notices posted under local, state, or federal law.

A companion rule in § 94.15 covers vehicles the same way: no one may leave a handbill on a car when it is conspicuously marked that the owner does not want handbills left there. Together these sections give Hamden residents a self-help tool against unwanted door-to-door advertising and peddling without requiring the town to maintain a separate do-not-knock registry. Enforcement runs through the same Litter Enforcement Officer who handles Chapter 94's other littering provisions, and a distributor who ignores a posted sign at a residence is treated the same as anyone else violating the handbill rules. The rule does not require a permit or registration by residents; posting the sign itself is what triggers the legal prohibition on distributors.
