In master-planned communities like Paloma Creek and Union Park, HOA-controlled access gates and community management companies provide an additional layer of solicitation control. Some HOAs prohibit door-to-door solicitation entirely within the community and enforce this through their private security or management companies. Residents can also register with the Texas No-Call List maintained by the Public Utility Commission of Texas for telephone solicitation, though this is separate from door-to-door rules.
