Rocklin, CA Soliciting & Door-to-Door: No-Knock Registry (2026)

Chapter 5.28 of the Rocklin Municipal Code regulates door-to-door soliciting, defined at Section 5.28.010 as going residence to residence to sell goods, services, or things of value, or to request donations, pledges, or other things of value for a charitable, religious, or cultural cause. Section 5.28.020 requires anyone soliciting to first obtain a solicitor's permit from the city manager, and Section 5.28.040 requires the application to include the solicitor's name and address, their employer's information, and a notarized-style acknowledgment (Section 5.28.040(D) and (E)) that the applicant has read and understands the no-soliciting prohibition in Section 5.28.090.

Section 5.28.090 itself makes it unlawful for any person to solicit at a residence that has, in plain view of the sidewalk, public right-of-way, or front door, a sign stating "No Solicitors" or words to the same effect. Section 5.28.025 carves out a narrow exception from the permit and ID-carrying requirements for solicitors under age sixteen raising funds for a school or youth program, provided the sponsoring adult notifies the city manager at least twenty-four hours in advance, but the no-knock prohibition in Section 5.28.090 still applies to them.

Under Section 5.28.070, every solicitor must carry the permit and government-issued photo ID at all times while soliciting and produce both on request of a city enforcement officer or an occupant.
