Rocklin, CA Soliciting & Door-to-Door: Solicitor Permits (2026)

Section 5.28.020 of the Rocklin Municipal Code makes it unlawful to carry on or engage in soliciting, defined in Section 5.28.010 as going residence to residence to sell goods or services or to request donations, without first applying for and securing a solicitor's permit, unless the solicitor qualifies for the exception in Section 5.28.025. That exception covers only solicitors under sixteen years old raising funds solely for a school or youth program whose beneficiaries mostly live in the city, and even then an adult representative must notify the city manager at least twenty-four hours before the fundraiser and every participant must be given the required notice about posted No Solicitors signs.

Section 5.28.040 requires the standard application to include the solicitor's name and address, the employer's information, the purpose of soliciting, proof of business license compliance under Chapter 5.04, and a signed acknowledgment that the solicitor has read and understands the posted-sign prohibition in Section 5.28.090. Once issued under Section 5.28.060, the permit is nontransferable under Section 5.28.080, and Section 5.28.070 requires the solicitor to carry both the permit and government-issued photo identification at all times while soliciting and to produce both on request of a city enforcement officer or the resident being solicited.

Section 5.28.090 separately bars any solicitation, permitted or not, at a residence displaying a No Solicitors sign or equivalent wording in plain view of the sidewalk, right-of-way, or front door.
