Blue Springs, MO Soliciting & Door-to-Door: Solicitor Permits (2026)

Blue Springs' peddler and solicitor ordinance, codified at Chapter 610, Article II, requires anyone who makes uninvited personal contact with a resident to sell goods or seek a donation to first obtain city credentials from the Finance Department. Section 610.050.A bars any peddler from operating without both a peddler's license and an identification card, and bars any solicitor from operating without an identification card, though canvassers seeking support for a political, religious, or ideological cause are exempt from the card requirement. Section 610.060 sets the fees: $20.00 for a peddler's identification card and license, and $10.00 for a solicitor's identification card, both non-refundable and both expiring automatically sixty days after issuance.

Applicants must supply a physical description, local and permanent addresses, the nature of the activity, and, for peddlers, proof of a Missouri retail sales license or a $100.00 bond under Section 610.080. The Chief of Police investigates applications and must issue or deny a card within sixteen business hours under Section 610.090, denying only for an incomplete application, an unpaid fee, a felony conviction, a false statement, or a prior revocation. Cards must be worn visibly under Section 610.130, and activity is limited to 9:00 a.m. to 9:00 p.m.

Monday through Friday and 10:00 a.m. to 9:00 p.m. on weekends under Section 610.170. A denial or revocation can be appealed to the City Administrator within ten days under Section 610.120.
