Cecil County, MD Soliciting & Door-to-Door: Solicitor Permits (2026)

A makes it unlawful to publicly sell, hawk or peddle merchandise within the unincorporated boundaries of Cecil County without first obtaining a permit from the Department of Permits and Inspections, except for activities the chapter exempts. B puts peddlers on notice that inside the incorporated towns, listed elsewhere in the chapter as Cecilton, Charlestown, Chesapeake City, Elkton, North East, Perryville, Port Deposit and Rising Sun, it is the peddler's own responsibility to check that town's separate licensing rules. To get the county permit, § 265-3 requires registering with the Department and supplying identifying information including name and address, a physical description, the firm the applicant solicits for, proof of a Maryland sales tax ID, a copy of a state driver's license, and a felony/misdemeanor conviction disclosure.

Section 265-4 exempts farm produce peddlers, local seafood sellers, registered charitable or civic organization members, previously-ordered deliveries, regular route deliverymen, newspaper delivery, and school- or youth-team-affiliated groups. A(1) bars issuing any permit to a person under 18. m.
