01 of the Davis Municipal Code, going onto private residential property to solicit donations, orders, or sales without invitation is declared a nuisance unless the solicitor holds a permit. 060 requires the sworn application to go to the city clerk at least ten days before the permit's effective date, though the clerk may accept a shorter filing for good cause; the clerk must grant or deny within five days, and a permit is deemed granted if the clerk misses that deadline. 070 requires the application to list the applicant's name and contact information, the company represented, the solicitation method, proposed dates, tax-exempt status documentation for nonprofits, and two passport photos, one of which stays on file with the clerk.
