Background-check / fingerprinting through El Monte PD is required for the peddler endorsement. Charitable, religious, and political canvassing have First Amendment protections (Watchtower v. Stratton, 536 U.S. 150 (2002)); the City may still require a non-discretionary registration for safety purposes but may not impose discretionary licensing on protected speech.
Soliciting without a license is a misdemeanor or infraction under EMMC §5.04.060 enforced by EMMC §1.16: infraction up to $250 first offense, $500 second, $1,000 third, escalating to a misdemeanor with up to 6 months' jail and $1,000 fine. Per-day continuing-violation accrual applies. Fraudulent solicitation is also chargeable under Cal. Penal Code §484 (theft by false pretenses) and §532.
