Hall County, GA Soliciting & Door-to-Door: Solicitor Permits (2026)

Sec. citizen or legal alien, file a permit application with the business license director, and hold a business license before soliciting door to door in the unincorporated county. Applications must include the applicant's name, address, date of birth, Social Security number, physical description, employer and supervisor contact information, a description of products or services, vehicle descriptions, criminal history, and a photocopy of a driver's license. Sec. 00 fee if no complaints were received, and all fees are nonrefundable. Sec. 080 requires fingerprints taken by the Hall County Sheriff's Office and run against Georgia Bureau of Investigation and, if needed, FBI records.

Sec. 090 disqualifies anyone under 18, anyone convicted or pleading nolo contendere to a crime involving moral turpitude, pending assault charges, or offenses involving fraud, gambling, felonies, trespass, indecency, sexual crimes, theft, violence, or drug distribution. Sec. 100 requires the business license director to issue the permit within a minimum of ten days after application to allow time for processing and ID badge preparation, once the investigation finds the applicant's character and business responsibility satisfactory. Certain groups are exempt under Sec. 110: entities exempt by state or federal law, 501(c)(3) charities, charitable field representatives under 18, students enrolled in Hall County schools soliciting for nonprofits, and political canvassers.
