La Grange, MO Soliciting & Door-to-Door: Solicitor Permits (2026)

Chapter 605 of the La Grange City Code separately defines canvasser, peddler and solicitor in Section 605.010 based on the purpose of an uninvited residential visit: peddlers sell goods or services, solicitors seek charitable, religious or political donations or distribute commercial flyers, and canvassers pursue political or ideological causes or distribute non-commercial handbills. Section 605.030 requires anyone acting as a peddler or solicitor to obtain a permit first; a canvasser is not required to hold one but may request one to reassure residents of good faith.

Section 605.040 sets the fee for every category, peddler, solicitor and canvasser, at no charge. To apply, Section 605.050 requires completing a form at the issuing officer's office during regular hours, and Section 605.060 requires extensive disclosure: the applicant's name and address, a physical description or government-issued ID, date and place of birth, any infraction, misdemeanor or felony convictions, the vehicle to be used, and, for peddlers, the sponsoring merchant's Missouri sales tax license. Section 605.070 requires the City to issue the permit within eight business hours of a completed application unless the applicant has a felony, ordinance violation or misdemeanor conviction, or made a false statement.

Section 605.080 allows the City to investigate after issuance and administratively revoke the permit, and Section 605.090 gives a denied or revoked applicant the right to appeal to the La Grange Municipal Court. Section 605.110 limits a permit's validity to 30 days or the requested term, whichever is shorter. Federal, State and local government employees and public utility employees acting within their duties are exempt under Section 605.020.
