Full Breakdown
Salt Lake City Code makes it unlawful to engage in face-to-face solicitation for the sale, lease, or rental of consumer goods or services at a buyer's residence or workplace without first getting a City solicitation permit and carrying it while soliciting. To get one, the applicant registers name and address (and any firm represented) with the Salt Lake City Police Department, provides a passport-style photo, and pays the fee on the City's consolidated fee schedule; the Police Department then issues an ID card that serves as the permit. Registered religious and charitable solicitors, and licensed alarm company agents soliciting only within their license scope, are exempt.
Violations & Fines
Soliciting door-to-door or at a workplace without carrying the police-issued permit is a Code violation; under the general penalty section it's a class B misdemeanor punishable by up to a $1,000 fine and up to 6 months in jail unless the ordinance specifies otherwise.
