Summary
West Jordan requires anyone doing door-to-door residential solicitation or running an ice cream wagon to hold both a city business license and a separate residential solicitation license under City Code section 4-2F-1. The business license authority reviews a full application, including a BCI background check, before issuing a one-year license.
4-2F-1: LICENSE REQUIRED: It is unlawful for any person to engage in, carry on or conduct the business of residential solicitation or ice cream wagon in the city without first obtaining a city business license and a city residential solicitation license. ... 4-2F-3: REGISTRATION OF SOLICITORS: Unless otherwise exempt under this article, all persons desiring to engage in door to door solicitation or conducting business as an ice cream wagon within the city, and who are not exempt from such requirement, shall submit a completed application to the business license authority and obtain a license, prior to engaging in any solicitation.
Official source re-checked September 7, 2026: no newer edition of the code had been published (publisher’s edition: 2026 S-38: Code current through: Ord. 26-33, passed 6-23-2026).
Full Breakdown
" Once issued, a license runs one year from issuance and expires at midnight on the anniversary date; it can be renewed unless the license is suspended, revoked, expired, or a disqualifying condition under sections 4-1C-1 and 4-1C-2 applies. Every registered solicitor must carry the license and wear a city-issued identification badge showing their name, address/phone, photo, and expiration date while soliciting (4-2F-7). Licenses are nontransferable (4-2F-9). Certain solicitors are exempt from registration altogether: persons invited to a residence in advance, those already holding a state permit covering the activity, delivery of preordered goods or services, religious or political advocacy, and charitable solicitors (including student groups with written school approval and student ID). Exempt status does not excuse solicitors from the article's conduct duties.
Violations & Fines
Engaging in residential solicitation without the required city business license and residential solicitation license is unlawful under section 4-2F-2 and "punishable as set forth in this title." Title 4's general enforcement provision, section 4-1D-2, makes violations of the title prosecutable administratively under Title 16 and/or as a class B misdemeanor, and section 4-1D-4 allows the city to seek an injunction against continued unlicensed operation.
