West Valley City, UT Soliciting & Door-to-Door: Solicitor Permits (2026)

Municipal Code § 17-4-106 requires every person who wants to engage in door-to-door solicitation to submit a completed application to the Licensing Officer and obtain a certificate before approaching a residence, unless a narrow exemption applies under § 17-4-104 (persons specifically invited, state-licensed peddlers, deliveries or services already ordered, religious or political advocacy, and school-approved student charitable solicitors carrying student ID). A completed application under § 17-4-107 requires a Utah Bureau of Criminal Identification report dated within 180 days, in-person proof of identity, proof of registration with the Utah Department of Commerce, a special events sales tax number, and a fee capped at the City's cost of processing.

Section 17-4-103(10) lists disqualifying criminal history: felony homicide, sexual or child-abuse offenses, drug distribution convictions, any felony within the last 10 years, incarceration within the past five years, an outstanding warrant, or an active protective order. Under § 17-4-110, the Licensing Officer must issue a temporary certificate immediately once the application is complete and shows no disqualifying status; that temporary certificate automatically expires after 25 calendar days or upon grant or denial of an annual certificate, whichever is sooner. An annual certificate then runs one year from the temporary certificate's issue date and is renewable.

Registered solicitors must carry the certificate and wear the City-issued photo identification badge at all times while soliciting (§ 17-4-111). Section 17-4-117 lets any resident post a "No Solicitation" sign near the entrance or property line, and § 17-4-118 makes it a violation to knock, ring the bell, or otherwise try to get a posted resident's attention, to use ruse or deception to get an audience, to keep soliciting after being told no, or to fail to leave immediately when asked. m. Mountain Time without the resident's express prior permission, regardless of whether the solicitor is registered.

A denied or suspended applicant can appeal in writing to the City Manager as Appeals Officer within 10 business days under § 17-4-115, with a decision due within 15 calendar days of the appeal.
