Three neighboring sections add limits that matter to anyone leaving a vehicle on the street for a night or longer. Section 12.56.460 bars parking at any time contrary to signs, traffic markings, traffic control devices, or construction barriers. Section 12.56.520 bars parking a vehicle, boat, trailer or other item on any street for longer than forty eight (48) hours, with one exception for a car sharing vehicle in a designated car sharing stall. Section 12.56.525 applies the same forty eight (48) hour cap to motor homes, boats, trailers and semi cabs, and treats one that is moved and then reparked on the same block face within twenty four (24) hours as continuously parked. A block face is the side of the street between two intersecting streets. Section 12.56.190 separately bars staying in a metered or posted space longer than the maximum time designated, and § 12.56.200 allows metered spaces to be used without charge between ten o'clock (10:00) P.M. and eight o'clock (8:00) A.M.
The registered owner carries the exposure. Under § 12.56.530 the person in whose name the vehicle is registered is prima facie responsible, and § 12.56.560 makes that owner strictly liable for the unauthorized use of streets. A Parking Enforcement Officer or police officer can also move a vehicle that is creating a danger or violating any section of the title.
