Sanford, FL Soliciting & Door-to-Door: Solicitor Permits (2026)

Division 3 of Chapter 94, City Code §§ 94-105 through 94-115, licenses anyone who is not invited by the occupant and who sells goods, services, or subscriptions door to door within Sanford; § 94-106 defines "peddler or hawker" as a person without a fixed place of business who sells by going place to place, including vehicular mobile sales such as ice cream trucks, and defines "solicitor" the same way for door-to-door fundraising or sales. Section 94-107 requires the license from the city manager or a designee, issued only after the chief of police recommends approval in writing, for a term of up to 12 months, with an administrative processing fee set by city commission resolution that is waived for bona fide charitable organizations located in the city.

Licenses are nontransferable under § 94-109, and § 94-110 requires the solicitor to display both the license and personal identification on demand of a law enforcement officer. Section 94-111 exempts milkmen, vendors of bona fide newspapers, bona fide elementary, middle, or high school fundraising groups, and charitable organizations with a bona fide physical headquarters in the city, though anyone claiming an exemption must cite the specific legal authority to the city manager and prove qualification. Section 94-112 bars ringing a bell or knocking where a "No Peddler or Solicitors" sign is posted, requires disclosing the represented company or product on request and leaving immediately if asked, prohibits door-to-door contact between 8:00 p.m. and 9:00 a.m., and bans threatening, harassing, or nuisance conduct.

The city manager can suspend a license for up to 90 days under § 94-113 for false application statements or law violations, with written notice and a hearing right before the city commission, and the city commission can revoke a license after a hearing under § 94-114 for the same grounds or for violating a suspension.
