Section 18-18 requires the applicant to be a resident of the block being closed and to follow the standard application process in Section 18-4, which includes a Mayor-created application form and a non-refundable processing fee set by ordinance or resolution. Beyond the applicant's own signature, the application must carry the signatures of at least one adult resident from seventy-five percent of the dwelling units on the block scheduled for closure, giving neighbors a direct veto over an unwanted block party. Once filed, Section 18-19 sends the request to the Engineering Department, the Department of Public Works, and the Police Department, who jointly review the location of the closing and the safe movement of traffic; the Mayor may issue the permit only after determining the closing will not jeopardize safety.

Because a block party requires closing a public street, Section 18-6 makes clear that any other required permits or approvals, such as noise or Land Management Code permits, must still be obtained separately. As with the chapter's other event permits, an agent or representative of the permittee may not knowingly ignore any permit term or condition, and the Mayor retains authority under Section 18-20 to suspend or revoke the permit immediately if a violation occurs or if a public emergency requires the city's resources elsewhere.
