Full Breakdown
Chapter 18, Article III governs "large private events," a term Section 18-2 defines to include any festival, performance, party, or like occurrence held outdoors in a parking lot, field, lawn, driveway, or similar unenclosed area that has, or reasonably should be anticipated to have, 2,000 or more people in attendance at once; the definition specifically exempts the annual Great Frederick Fair and family reunions. Section 18-13 makes it unlawful to conduct such an event without a current permit, with applications due at least 90 days but no more than one year before the event.
Section 18-14 directs the Mayor to evaluate the application against public-safety criteria, including adequate sanitation facilities, sufficient parking, and no undue strain on police, fire, or public works resources, and to act within 45 days of a complete application. Section 18-15 makes the applicant solely responsible for the cost of any additional police services or public works materials the Mayor determines are necessary, and for providing recycling containers and clearing them within 24 hours after the event. Section 18-1 frames the whole chapter's purpose as balancing the public's right of assembly with the City's interest in protecting property and controlling the use of streets and other public venues, and Section 18-6 confirms that a Chapter 18 permit does not waive other required approvals, including zoning permits and the vendor/peddler ordinance.
Violations & Fines
Any person who violates Chapter 18 or the terms of a permit issued under it is guilty of a municipal infraction punishable by a fine not to exceed $1,000.00 under Section 18-22. The Mayor may also suspend or revoke a permit outright under Section 18-20 upon finding a violation or a threat to public health and safety, halting the event immediately.
