Kokomo, IN Special Events & Permits: Block Party Permits (2026)

Under Kokomo Code of Ordinances § 111.02, no block party event may be held in the city without a permit obtained by the event's promoter, and the Kokomo Traffic Commission is the issuing body. Applications go to the Commission secretary no more than 365 calendar days and no less than 60 days before the event, per § 111.02(C). Section 111.03 limits most promoters to one block party permit per calendar year, except for events held in the Central Business District. Section 111.04 lets the Commission require on-site security officers for events expected to exceed 75 attendees, caps amplified sound at 10:00 p.m.

Sunday through Thursday and midnight Friday and Saturday, and makes promoters responsible for site cleanup and all city service costs, including barricading and traffic control. Section 111.05 prohibits events within 1,000 feet of a hospital, retirement home or constant care facility while it is open to patients, and within 500 feet of residentially zoned property unless the promoter submits a petition signed by at least 50% of owners within that 500-foot radius. Section 111.06 exempts gatherings under 75 attendees from the permit requirement entirely and waives the distance rules for events in the Central Business District.

Enforcement runs through § 111.99: the city may seek injunctive relief against threatened violations of §§ 111.02 through 111.09, and violators face a fine of up to $2,500 per violation, with remedies cumulative rather than exclusive.
