Lawton, OK Special Events & Permits: Block Party Permits (2026)

Section 7-31-1-3102(6) defines a 'private-minor event' as a private, invitation-only gathering not open to the public, including a residential neighborhood block party, that meets specific conditions. Streets may close only if the street is a local neighborhood street, every household abutting that street gives written approval of the closure, the closure lasts no more than four hours, the closure will not cause traffic congestion in the area, and all relevant city departments approve; an additional barricade or roadblock fee under Article A-19 of the fee schedule applies if approved.

The event overall must run less than eight hours including setup and teardown, involve fewer than one hundred participants, and not request or require city services beyond the street-closure exception itself. Because a block party is classified as private-minor rather than public-major, Section 7-31-1-3104(D) gives it the shortest application track: submitted at least ten business days before the date, reviewed by the parks and recreation director alone unless the gathering may need police assistance, in which case the police chief also reviews it, with the review completed at least three business days before the event.

A block party that exceeds any of these thresholds, such as more participants, a longer closure, or a request for city services, falls out of the private-minor category and must instead go through the full public event-permit process in Sections 7-31-1-3103 and 7-31-1-3104.
