Lawton, OK Special Events & Permits: Street Fair Rules (2026)

Section 7-31-1-3102(7) defines 'public-major event' as any large event open to the public such as a parade, street fair, street dance, carnival, park event or an assembly using a street or public property, not classified as a public-minor event. Because a street fair falls in that category, Section 7-31-1-3104(B) requires the application at least sixty days before the event date, reviewed at minimum by the city manager, city attorney, fire chief, police chief, solid waste superintendent and traffic engineer, with the review completed no less than thirty days before the fair.

Section 7-31-1-3104(E) requires the application to describe the event's location with a site plan, list every street affected including cross streets needing closure, and state the starting and stopping time including setup and teardown. Section 7-31-1-3105 requires a certificate of liability insurance for public-major events, naming the City as additional insured, with minimums of $1,000,000 general coverage, $175,000 personal injury coverage per event and $25,000 property damage coverage, or the Oklahoma Tort Claims Act minimum if higher. m. Section 7-31-1-3108 requires the parks and recreation director to find the fair will not substantially interrupt traffic, overextend police or ambulance resources, or interfere with firefighting access before issuing the permit, and Section 7-31-1-3109 allows revocation for fraud, unlawful conduct, or a threat to public safety.
