Perth Amboy, NJ Special Events & Permits: Block Party Permits (2026)

The Perth Amboy code has no block party term. A neighborhood street event is handled as a special event under Chapter 343, Article II, and by the street-closing rules in Chapter 414. Section 343-15 says no person or group can conduct, promote or allow a special event on City of Perth Amboy public property except under a permit issued by the City, unless specifically exempted. Section 343-14 defines public property to include parks, playgrounds, streets and sidewalks. Events sponsored exclusively by the City are exempt, and special events are limited to one per day, granted first come, first served on a completed and qualifying application.

Under § 343-16, applications are filed in the Office of the Business Administrator, who approves them, at least sixty (60) days before the event, with a twenty-five dollar ($25) nonrefundable administrative processing fee. Events can be applied for up to one year in advance. At the Business Administrator's discretion a restoration bond of $2,000 and an insurance certificate naming the City as additional insured can be required. Section 343-17(A)(4) sets a minimum daily fee of $50 per street closure, plus $100 more if city personnel must barricade or clean the street. Requests for street blocking beyond six hours must be reviewed and approved by the City Council.

The street-closing authority is in § 414-24.1: the Mayor can authorize closing any City street for not more than six hours for recreational and entertainment purposes. Section 414-24.2 requires express City Council approval and Mayor concurrence for more than six hours, and written approval of the Commissioner of Transportation beyond 48 hours or for any state street. Middlesex County streets need written approval under § 414-24.3.
