1901 makes it unlawful to close any portion of a public street or alley to vehicular or pedestrian traffic for a street dance, neighborhood block party, commercial promotional activity or other special event without a permit from the City Manager or designee; government agencies are exempt from the requirement. 1902 requires the application, filed at least 30 days before the event, to identify the sponsoring individual or organization, the exact streets or alleys to be closed, the requested dates and hours, and the purpose of the activity, along with any other information the City Manager needs to evaluate it.

1903, the City Manager approves the permit only if the closure will not unreasonably inconvenience the public, create unusual traffic or policing problems, or disturb the peace and quiet of the surrounding neighborhood; a denial can be referred to the City Council instead. 1904 lets the City Manager attach conditions such as liability insurance naming the City as an additional insured, an indemnity agreement, and a cash deposit to cover City costs. 1905. 1909 keeps the closure open to public transit vehicles on designated routes and emergency vehicles unless the City Council directs otherwise. 1906, whose decision is final.
