" In practice a vendor selling food or merchandise at a Redondo Beach street fair is not filing the individual Finance Director application, food handler certification, insurance and indemnification paperwork that Article 20 requires of a standalone cart vendor; instead that vendor operates under whatever contract or vendor agreement the event organizer has with the City. 1904, even though the individual vendors inside the fair are exempt from the sidewalk vendor rules. 2010(e) separately bars independent sidewalk vendors from setting up within the "immediate vicinity" of a permitted temporary or special event for the duration of that event, so uncontracted cart vendors cannot piggyback on the crowd a street fair draws.
