Upland, CA Special Events & Permits: Block Party Permits (2026)

Section 12.08.060 requires that 'whenever construction, reconstruction, and/or maintenance of facilities within any street, alley, or other public right-of-way necessitates the temporary full or partial closure of the right-of-way, to either vehicular or pedestrian traffic, the person(s) responsible for the temporary closure shall obtain a street closure permit from the city engineer in advance of the work being done.' The chapter defines a 'full closure' as one where all traffic, or all through traffic, is denied access, while 'any other type of activity that affects normal use, either vehicular or pedestrian, is considered a partial closure regardless of whether or not traffic or parking lanes are actually closed' (§ 12.08.060.C).

This same permit is the one Upland's downtown entertainment-zone provisions point to for closing streets around a community event: a 'street closure permit' is defined there as 'a permit to close a street or streets for an entertainment zone event issued by the Land Development and Transportation Division pursuant to Section 12.080.060 of the Upland Municipal Code.' Applications must specify the requested closure dates, hours, duration, and traffic-control measures (§ 12.08.060.B). A partial closure application is due at least three full working days ahead, with the permit picked up one working day before the closure; a full closure application is due at least seven full working days ahead, picked up three working days before (§ 12.08.060.F). Fees are set by council resolution, though franchise utility companies are exempt (§ 12.08.060.G).
