Upland, CA Special Events & Permits: Parade Permits (2026)

Section 17.41.050(C)(3) defines the 'Festivals and Other Special Events' use class to include 'carnivals, circuses, concerts, fairs, farmers' markets, festivals, flea markets, mobile food businesses in the public right-of-way, fund-raisers, live entertainment, parades, outdoor sporting events, public relations activities, rummage sales, second hand sales, swap meets, and other similar events designed to attract large crowds and which are held on private or public property for up to 12 days per calendar year.' A parade permit is processed as a Temporary, Seasonal, or Special Event permit under Section 17.41.080, a ministerial application filed with the Development Services Department under Chapter 17.43, supported by findings that the event is 'permitted by the regulations set forth in this chapter,' is 'not detrimental to existing uses,' and that the site can 'carry the type and quantity of traffic generated.' Section 17.41.070(B) bars any special event, including a parade, from operating 'after 10:00 p.m. of any night,' and Section 17.41.080(D)(1) states 'No such event shall be permitted in any residential zone excepting on church sites.' The Director may impose conditions on traffic control, security, sanitation, and parking under 17.41.070(C)-(D), and 17.41.080(D)(7) lets the Director require liability insurance naming the City as additional insured plus a cleanup bond before the permit issues.
