Casper, WY Special Events & Permits: Parade Permits (2026)

Casper Municipal Code section 10.72.020 makes it unlawful to "engage in, participate in, aid, form or start any parade" without a parade permit from the chief of police, defining "parade" broadly in section 10.72.010(B) as any parade, march, ceremony, show, exhibition, pageant or procession on a street, park or other public place. Exceptions cover an unpermitted pedestrian parade in Conwell Park or City Park between 7:00 a.m. and 7:00 p.m. if no other event is scheduled, free-speech or religious marches on sidewalks near government buildings or schools during the same hours, funeral processions, supervised school activities, and governmental agencies acting within their functions.

Applications are filed under the city's Special Events Planning Guide and Policy (section 10.72.030) and must include the organizer's contact information, the route, start and end points, estimated participants, animals and vehicles, assembly points and timing. Section 10.72.030(E) states there is no permit fee, but fees for staff time, overtime and required insurance must still be paid. The chief of police must deny a permit for reasons listed in section 10.72.050(II), including an incomplete application, unpaid debts to the city, or a conflicting scheduled use, and may revoke a permit under section 10.72.110 for violating issuance standards. A denied applicant may appeal to the city council within three business days under section 10.72.080.
