Full Breakdown
320 of the Hercules Municipal Code defines 'special events' to include parades, street dances, promotional events and displays, and any other celebration proposed to be conducted in the street right-of-way. The permittee must submit the application at least two weeks prior to the next regular Council meeting in advance of the event date, along with maps showing the event location; for a parade specifically, the application map must indicate the point of beginning, the route to be taken, and the point of disbanding. Unless waived in the permit, the permittee must pay all City costs for police and traffic control, cleanup, and any damage to public property, and must provide insurance in an amount set by the Director of Public Works, or a certificate from the insurance carrier showing the policy is in force for the permit period, delivered to the City at issuance.
321 separately allows temporary signs, pennants, and banners of a civic or charitable nature over public streets for up to 45 days with 18-foot vertical clearance, but bans commercial and political advertising signage on street rights-of-way and utility poles.
Violations & Fines
Holding a parade or street event without the Section 7-1.320 permit, or breaching its conditions, defaults to the citywide misdemeanor penalty under Section 1-4.01: a fine of up to $1,000, imprisonment of up to six months, or both, with each day of an unpermitted event treated as a separate offense. The permittee remains liable for all City costs of police presence, traffic control, cleanup, and property damage unless the City expressly waives those fees in the permit.
