Jackson, NJ Special Events & Permits: Parade Permits (2026)

The Jackson Township Council's Chapter 298, Article I governs public meetings, assemblies and parades on Township streets, highways and public places. Under § 298-1, no such event may take place until a permit is obtained from the Chief of Police, or from the governing body on appeal. Section 298-2 requires organizers to file an application with the Chief of Police at least five days before the event, stating the proposed date, time, place and, for a parade, the route and the names of those in control.

The Chief of Police must issue the permit unless a conflicting application already covers that time and place, in which case an alternate time and place is offered. A permit may be refused if, in the Chief's judgment, vehicular and pedestrian traffic conditions, the effect on stores, offices, businesses or nearby residents, or the public peace and good order warrant denial. An applicant denied a permit has three days to appeal in writing to the Township Clerk, who convenes the Township Council (successor to the Township Committee) to affirm, reverse or modify the Chief's decision by majority vote.

Section 298-3 requires the permit holder to deposit a certificate of public liability insurance of at least $100,000, single limit, naming the Township as co-insured, plus a hold-harmless agreement approved by the Township Attorney. Funeral services and funeral processions are exempt from the permit requirement under § 298-4. The Police Department administers and enforces the permit system for every parade, rally or public assembly on Township property.
