Novi, MI Special Events & Permits: Parade Permits (2026)

Section 25-82(a)(5) lists holding a parade among the activities a park permit covers, alongside posting advertisements, running advertising sound equipment, holding an assemblage or exhibition, and selling goods; a permittee is bound by that article and every other applicable ordinance as though its terms were written into the permit itself (§ 25-81). To apply, the parade organizer files with the department of parks and recreation, pays an application fee set by council resolution, and states the requested day and hours, the specific part of the park needed, the nature of the parade, and any variance sought (§ 25-83).

The director weighs whether the parade will unreasonably interfere with the public's enjoyment of the park, threaten health, welfare or safety, invite violence or disorder, impose extraordinary expense, or conflict with an existing reservation for that date and area (§ 25-84). The department may also require the organizer to file a liability insurance policy naming the city as an additional insured, in an amount the city attorney approves, that cannot be cancelled without ten days' written notice to the city (§ 25-85(a)-(e)). The director may attach conditions to the grant, which become part of the permit (§ 25-87), the department must notify the applicant of its decision within ten days (§ 25-88), and once any required insurance is filed, the permit granted by the director or the council is issued by the city clerk (§ 25-89).
