(A)Use of Public Right-of-Way. All processions, parades, footraces, marathons, walk-a-thons, bike-a-thons, bike races, open air public meetings, or any other group sponsored activity occupying or using any street or public place in the village, hereinafter referred to as an "event", except funerals, are forbidden unless a special event permit is first obtained. It is unlawful for any person to participate in any of the aforementioned activities that have not been authorized by a special event permit. Use of public right-of-way shall comply with applicable village policies.
