Sec. 74-31 requires a permit for every parade and for any public assembly or similar activity where participants and spectators may reasonably be expected to reach 50 or more people; the Village limits an applicant, or its affiliate organization, to one permit in any 12-month period, though the requirement does not apply to students traveling to or from school under school supervision or to normal scheduled Village activities. Sec. 74-32 sets filing windows: a public assembly application must be filed between 150 and 70 days before the event, and a parade application between 150 and 40 days before.

Sec. 74-33 requires the applicant's name and contact information, the organization's officers and affiliations, the date, route, assembly point, headcount estimate, and street-width usage. Sec. 74-34 sets the standards the Permit Official checks, covering traffic safety, available police staffing, fire and ambulance access, and interference with Village functions, and requires the applicant to carry $1,000,000 in commercial general liability insurance naming the Village as an additional insured, sign an indemnification agreement, and post a security deposit covering cleanup, traffic control and Village personnel costs. Sec.

74-34(f) can also require written notice to residents within 500 feet of a public assembly site 30 days in advance. Sec. 74-42 exempts parades 'held at least annually since 1955' and made up substantially of residents living along the parade route from all provisions of the ordinance.
