Article VI of Chapter 12, which groups circuses, carnivals and parades together, treats a parade as a business-taxable activity governed the same way. Section 12-118 requires whoever wants to stage a parade through Tamarac's streets to secure written permission from the supervisor of local business tax receipts before the parade begins, and to pay whatever local business tax the chapter sets for staging a parade. The permission has to be in writing and has to come before the parade starts; the section names no separate parks, police or public-works parade permit sitting alongside this one, so the business tax office is the single point of approval named in the code.

A footnote to Article VIII, the chapter's peddler and solicitor article, cross-references Section 14-3, which restricts activity on certain streets, meaning a parade route crossing one of those restricted streets can trigger an additional layer of review from whichever department administers Section 14-3 on top of the Section 12-118 clearance. Because Sections 12-119 through 12-125 that follow are marked reserved, Article VI carries no parade-specific penalty of its own, and organizers who skip the written sign-off fall back on the general business-license offense the rest of the chapter uses.

The written permission requirement applies regardless of whether the parade is commercial, civic or organized by a nonprofit; nothing in Article VI itself exempts charitable organizations from the Section 12-118 sign-off, unlike the separate charitable exemption available elsewhere in the chapter for business tax fees generally.
