Vineland, NJ Special Events & Permits: Parade Permits (2026)

Section 630-28A flatly bars holding, conducting or engaging in any parade without a lawfully issued parade permit, while Subsection B exempts funeral processions, students moving between classes under school supervision, government-agency activities within their normal scope, and City-sponsored holiday parades. Subsection C lays out the application: a City Council-approved form filed at least three business days before the event, listing every sponsoring person's legal name and mailing address, corporate registration details if applicable, the date and hours, the anticipated number of persons, animals, vehicles and floats, and the exact streets and route from start to finish.

The Business Administrator circulates that application to every City department and the Vineland Downtown Improvement District, each of which reports on traffic impact, access to businesses, hospitals, medical buildings and houses of worship, and any extraordinary cost the department expects, and the City must grant or deny the permit within two business days of a complete filing, though applicants are asked to file at least 10 days ahead. Subsection D layers on scheduling limits: permits to close a street for an event during the school year on a weekday cannot issue for 7:00 a.m. to 2:00 p.m., 3:00 p.m. to 6:00 p.m., or 10:00 p.m. to 7:00 a.m., unless schools are closed that day, and no permit issues for a date already reserved for a government-sponsored holiday event.

Section 630-32 sets the citywide consequence for the whole article: a violation is punishable under Chapter 1's General Penalty, and jurisdiction sits with the Vineland Municipal Court.
