Vineland, NJ Special Events & Permits: Street Fair Rules (2026)

Vineland City Code § 676-12, adopted 5-24-2005 by Ord. No. 2005-32 and amended most recently 11-10-2025 by Ord. No. 2025-64, requires that before any VDID- or City-sponsored event, the Vineland Downtown Improvement District Corp., by resolution of its Board of Directors, or the City, through the Office of the Business Administrator, authorize a request to accept artisan license applications for the duration of that event only. Each applicant must sign a certification approved by the Legal Department stating that the applicant is not a transient merchant/itinerant vendor as separately defined in § 676-1, that the applicant will comply with N.J.S.A.

54:32B-15 sales tax requirements if applicable, that the applicant will comply with all VDID, City, and State rules, and that the applicant will indemnify and hold harmless the VDID and City against third-party injury or property claims arising from the applicant's acts or omissions. Section 676-12B requires the applicant, not less than five days before the event, to supply a Certificate of Insurance for Commercial General Liability with minimum limits of $2,000,000 per occurrence and $3,000,000 general aggregate per event, plus $2,000,000 in Liquor Liability coverage where applicable, naming the VDID and City as additional insureds.

The artisan license definition in § 676-1 caps any individual license at 14 days total during a calendar year, distinguishing these short-term event vendors from transient merchants and itinerant vendors, who instead face the $1,000 fee, bond, and 180-day license process of §§ 676-2 through 676-11. The Director of the Department of Licenses and Inspections issues the artisan licenses once the VDID or Business Administrator approves the request.
