Vineland, NJ Special Events & Permits: Park Event Permits (2026)

Section 507-9 of the Vineland City Code sets the permit process for special events held in the City's public parks. The Recreation Commission cannot discriminate in granting or denying a permit based on race, creed, religion, national origin, the content of the speech, or the identity of the speaker, and it may issue only one permit per day for each park. Applicants for events other than First Amendment-protected public gatherings and assemblies must submit their application at least 30 days before the event, and the Recreation Commission must grant or deny it within 15 days of receiving a fully completed application.

Every department affected by the event, such as Public Works and the Police Department, reports to the Superintendent of Recreation on anticipated extraordinary costs, which the organizer must agree to reimburse after the event. Most applicants, other than those holding constitutionally protected gatherings, must also carry liability insurance naming the City of Vineland as an additional insured in an amount of at least $1,000,000 per incident and $3,000,000 in the aggregate. If the Commission denies a permit, the applicant can appeal to the City Council by serving written notice on the City Clerk within five days of the refusal, and the Council then reviews the denial and either sustains or overrules the Commission's decision. The Commission also has authority to revoke an issued permit for a violation of park rules or upon other good cause shown.
