Warren, MI Special Events & Permits: Parade Permits (2026)

Item (25) of the Chapter 18 fee, insurance and bond schedule, Section 18-18, sets Warren's requirements for a parade or procession license. There is no license fee, but the applicant must post a $200 cash bond to cover cleanup of debris generated by the event, and the application must be filed with the city clerk no less than ten days before the parade. The police commissioner must approve the parade route before the license can issue. General licensing rules in Sections 18-1 and 18-5 layer on top: no one may conduct a licensed activity, including a parade, without first obtaining the license, and the application must be made under oath to the city clerk stating the organizer's name and address, the place and duration of the activity, and any prior criminal or ordinance convictions.

Section 18-7 requires written approval, subscribed and dated, from any city officer whose sign-off is required, here the police commissioner's route approval, before the clerk can issue the license. Section 18-9 also bars issuance of any city license to an applicant who owes delinquent personal property taxes to the city. Because Section 21-35(e)'s mobile sound amplification rules exempt sound equipment 'incidental to and appropriate for the use of a valid city permit, such as for parades,' a parade holding a valid Chapter 18 license is not separately bound by the citywide amplified-sound hour limit.
