Warren, MI Special Events & Permits: Park Event Permits (2026)

Section 23-1 gives the director of parks and recreation authority to set where organized park activity happens: subsection (a) requires all organized activities in public parks and playgrounds to be at places the director designates, and subsection (b) requires organized games to be at both the places designated and the times the director prescribes. The code does not spell out a standalone application form or fee schedule inside this section, but related Chapter 23 provisions show the city's broader event-authorization pattern layered on top of it.

Section 23-16(1)c requires anyone seeking a venue agreement to bring animals other than dogs into a city park larger than 35 acres to obtain permits, licenses or approvals from all necessary city departments and to procure public liability insurance naming the city as an additional insured, reviewed by the city attorney. Section 23-17(d)(3) similarly requires an applicant seeking a council-approved alcohol exemption for an event in a city park to obtain permits, licenses and approvals from the city clerk, police department and planning department, and to file a certificate of liability insurance with the city's insurance division.

Both provisions bar transferring the resulting permission to another person or entity. A violation of Article I of Chapter 23, which includes Section 23-1, is enforced through the general penalty in Section 23-19.
