Sec. 82-100(c) establishes the park's default rule: public use is first come, first served. Subsection (d) then carves out an exception for organized use, stating that reservations for league play or special activities may be reserved with park management. The Code does not spell out a reservation fee, application form or advance-notice window in the text itself; it simply directs organizers to park management. This same pattern, obtaining permission directly from park management rather than through a separate written permit process, recurs elsewhere in Sec.

82-100: subsection (f) allows firearms or weapons in the park only for someone with written permission from park management, subsection (l) requires written permission from park management to park overnight, and subsection (n) allows animal training in certain sections only upon special permission from park management.
