Under Chapter 16, Article I of the Bristol Code of Ordinances, anyone planning to reserve park space for a concert, festival, fair, fundraiser or any gathering that involves amplified sound, vendor tables, solicitation or advertising must first get authorization from the Board of Park Commissioners under Sec. 16-2. Section 16-2(b) bars operating any sound-amplifying device in a park unless the board specifically authorizes it or confines it to a designated area, which covers PA systems, bands and DJ equipment at a park event. Section 16-2(d) separately requires board authorization before anyone sells goods or services, solicits contributions, or posts signs, flags or advertising devices inside a park, meaning food vendors, craft sellers and fundraising tables at a park gathering all need sign-off first.

The same authorization requirement extends to serving or consuming alcohol under Sec. 16-2(a)(1) and to games of chance under Sec. 16-2(d)(4). Organizers should apply to the Board of Park Commissioners well ahead of the event date since the board sets the areas and conditions where each activity is allowed. Enforcement falls to the Bristol Police Department and the Parks, Recreation, Youth and Community Services Department's Park Ambassadors under Sec. 16-5, who can issue a citation under Sec. 16-6. Sec. 16-8 sets the penalty for any violation of the chapter at a ninety-dollar infraction, payable under the Code's general citation procedure in Sec.
