Except where a prior permit has been granted for the same place and the same time, a permit shall be granted when the person applying therefor states in his or her application the time and place wherein the activity is to take place, the approximate number of persons expected to attend, the type of sound amplifying equipment, if any, to be used, and the name of the society, group or organization using the site. The applicant shall comply with all other requirements found by the city council to be reasonably necessary for the protection of persons and property. The department shall be authorized to allocate portions of the designated site, when more than one party has an interest in the use of the site at the same time.
C. Assemblages, meetings, gatherings, speeches and related activities shall be conducted between seven a.m. and ten p.m.
