De Pere, WI Special Events & Permits: Park Event Permits (2026)

Section 30-6 gives the director of parks and recreation authority to lease or otherwise permit public parks to private or public groups for recreational activities, following the board of park commissioners' rules and regulations, and to limit that use to part of a park rather than the whole space. It singles out one lease for extra oversight: leasing the county fairgrounds park to the Northeastern Wisconsin Fair Association must be approved by the common council itself, not just the director. The permit power under Sec.

30-6 connects to the park-closure rules in Sec. 30-2(m)(3): the director, in conjunction with issuing a Sec. 00 per vehicle, and the permittee submits a written parking plan and schematic at least 30 days before the event. For a multi-day event, the director can also approve the permittee remaining in the park overnight for security, subject to conditions barring campfires, open flame or lit charcoal, requiring covered trash receptacles kept neat and orderly, prohibiting outside laundry display and tents, and requiring gray and black water to be disposed of at a permitted facility.

Vendors operating within a permitted event still need a separate private vendor permit under Sec. 30-2(j) if they are selling goods or services, capped at three vending permits per park per day.
