De Pere Code of Ordinances § 106-6(a) covers any public event, ceremony, demonstration, exhibition, march, pageant, parade, procession, race, athletic event, show or similar display that interferes with the normal flow of traffic on streets, sidewalks or rights-of-way, or with the usual use of parks or other public grounds, and it grades events into four hazard tiers: low, medium, high and special. No person, organization or entity may conduct, manage or participate in a special event without a permit from the city clerk, and that permit sits on top of any other underlying permit the event needs, such as a parade permit or park use agreement.

An application must reach the clerk at least 60 days before the event, though a First Amendment expression event only needs seven calendar days' notice, and the clerk must consider any late application filed with good cause, doubling the processing fee for lateness except for IRS 501(c) charitable organizations. 00. 00 per occurrence for high and special hazard events, with the city attorney able to require even higher limits for particular high-hazard events. The clerk must issue or deny the permit in writing within 30 days, stating reasons for any denial, and a denied applicant can appeal under § 106-2(g).
