East Orange, NJ Special Events & Permits: Park Event Permits (2026)

East Orange defines a “park” broadly under § 193-2 to include any park, reservation, playground, beach or recreation center owned or used by the City and open to the public, so the permit rule reaches every green space the City operates, not just flagship parks. Under § 193-3B, no one may erect a building or structure of any kind, permanent or temporary, or run any utility line across park land without a special written permit issued by the park administration; that permit process covers the tents, canopies, stages and inflatables typical of a birthday party, reunion or community gathering.

Organized events go further at the City's skate park, where § 193-7B(14) bars any organized event without prior approval from the Department of Recreation and Cultural Affairs. Booking a City recreation facility outright, rather than just using park grounds, runs through the separate fee chapter: § 214-5D sets a $35 facility application fee, and § 214-1 lists resident and nonresident permit fees for using City tennis courts, from $8 for a senior resident to $28 for a nonresident adult, plus a $276-per-day tournament and special-event court rental rate.

Anyone using a park without complying with Chapter 193, including the structure-permit rule, is subject to § 193-8's penalty: a fine of up to $2,000, up to 90 days in jail, and/or up to 90 days of community service, enforced by the East Orange Police Department. Vehicles are barred from park grounds absent special written permission from the Director (§ 193-5A), underscoring that most active uses of City parkland, from driving a service vehicle to installing an event structure, require the same written sign-off.
