Grand Forks, ND Special Events & Permits: Park Event Permits (2026)

Section 14-0405 makes it unlawful to conduct a scheduled special event or commercial use gathering on the greenway or its facilities, including outdoor shelters, without first obtaining a permit. Section 14-0412 separately governs picnicking, barring anyone from assuming exclusive use of a picnic site or shelter without a permit, using a shelter already reserved by another group, deviating from the terms of an issued permit, or setting up tents, tarps or canopies without authorization from the Grand Forks Public Information Office through the special event application.

Section 14-0414 requires the permit application to be filed with the city or the park district or a designee, and section 14-0415 lists the findings needed before a permit issues: the event will not unreasonably interfere with public enjoyment of the greenway or with public health, safety and recreation, is not reasonably anticipated to incite violence or disorder, will not create unusual or burdensome maintenance, cleanup, security or police costs, will not conflict with another pending or granted permit, and will not create a substantial risk of injury or property damage.

Section 14-0416 lets the city or park district revoke or suspend a permit at its discretion if these standards are no longer met or public health, safety and welfare require it.
