Sec. 62-24(a) governs picnic shelter permits: the larger shelters and their facilities are normally used only on reservation, obtained in advance for a specific time and duration, though the public may use them during unreserved periods if occasion demands and the director of recreation and community services deems it feasible; any reservation is subject to the terms of the permit itself. Subsection (b) covers camping, allowing overnight stays only in privately owned tents erected under a recreation and community services department permit and used by groups under adequate supervision; bringing a house trailer, camp trailer, camp wagon or other movable structure or special vehicle into a park for overnight occupancy is prohibited without a written department permit.

Subsection (c) covers photography, requiring written department permission for productions using special settings, structures or apparatus, a cast of amateur or professional performers, or professional models, while expressly leaving amateur photographers using cameras without set scenery, casts or models unrestricted. Enforcement runs through recreation and community services department personnel authorized under Sec. 62-3, who may suspend or revoke a violator's facility-use privileges, and Sec. 62-4 sets the penalty for any chapter 62 violation, including Sec. 62-24, by cross-reference to Sec. 00, with each day of a continuing violation counted separately.
