Town Code Section 15-2-1, in Article 15-2 (Public Park Regulations), authorizes the Town Manager or a designee to adopt, amend and enforce rules for the use and maintenance of all Town Properties, to establish opening and closing hours for each Town Property, to issue passes and permits for use of Properties and set the requirements, rules, procedures and forms for them, and to declare any section of a Town Property closed to the public entirely or to certain uses when reasonably necessary. Section 15-2-1 also lets the Town Manager establish, adjust and collect fees for programs, passes, permits and rentals, detailed further in Section 15-2-3, which directs the Town Manager to set payment methods, late fees and refund policies and to present an annual fee report to the Parks and Recreation Advisory Committee and Town Council.

Section 15-2-2 confirms the Town has adopted the "Town of Queen Creek Public Park Regulations," on file with the Town Clerk's Office, which are enforced together with Article 9-8 of the Town Code. Article 15-1 defines a "Reserved Use Area" as an area or facility within Town Property that has been reserved through the Parks and Recreation Department under its own policies or the Public Park Regulations; that reserved status matters directly for drone use, since Section 9-8-3 bars operating a recreational drone within 50 feet of a Reserved Use Area boundary or an Active Play Area. , and entering or remaining on Town Property outside those open hours requires a permit from the Town.
